Celtic Crusaders and Salford City Reds will play in a new-look Super League next season, but Widnes have missed out on one of the 14 licences up for grabs.

The Crusaders, based in Bridgend, and Salford join the existing 12 clubs in an expanded competition, which was unveiled by the Rugby Football League.

The licences will run until 2011, with no relegation during that period.

French club Toulouse, along with Leigh, Halifax and Featherstone from the National League, also missed out.

Of the existing Super League clubs, Castleford and Wakefield were thought to be most at threat of exclusion, but they both kept their places.

"It was a difficult decision," said RFL executive chairman Richard Lewis.

"There were 19 good applications but in the end there are going to be five disappointed clubs."

The inclusion of Welsh side Crusaders means the RFL expands the geographical spread of Super League, one of its stated aims in its 2005-2008 strategy.

"The Crusaders' inclusion is a gamble," said BBC Radio 5 Live's rugby league commentator Dave Woods.

"But with the RFL desperate to expand beyond its so-called heartlands, most in the game would say it's a necessary gamble.

"Widnes and Salford were thought to be the strongest contenders for the 'other' available spot.

"With a new stadium on the way and its key geographical location close to Manchester, Salford got the nod."

Salford are currently top of National League One, with the Crusaders, who are based in Brigend, third.

"I'm a very happy man," Salford chief executive David Tarry told BBC Radio 5 Live.

"Many hours of work went into that application. It means everything for the club - it was the only way we could move forward.

"All sports clubs are really empowered by what they do on the field, their success and by playing at the highest level in their sport. Super League is obviously the highest level in our sport and it's where we need to be.

"Hundreds of our fans turned up this morning and I'm really, really glad it went the right way. I wouldn't have wanted to be here otherwise!"

Crusaders chief executive Dave Thompson said: "What we've achieved over two-and-a-half years has been incredible.

"But we've only got to the starting line. We've got a lot of work to do in the next three years. The potential is huge. That's why today is so important to us."

A five-man RFL panel assessed the 19 applications based on four key criteria: stadium facilities, finance and business performance, commercial and marketing, and playing strength, including junior player production development.

The unsuccessful clubs can reapply for 2012-2014 licences and the RFL could decide to expand the Super League again.

I feel it is vital for the game as a whole that the Super League flourishes under this new licence system

Widnes were the most high-profile club to miss out this time around and chairman Steve O'Connor described the decision as "deeply disappointing".

"We now need to sit down and assess the full implications of this ruling over the next few days," he stated.

"However, it is important that our fans are reassured that I am fully committed to Widnes Vikings.

"I feel it is vital for the game as a whole that the Super League flourishes under this new licence system.

"I'm still convinced that Widnes Vikings have all the credentials to become a powerful force in Super League.

"We must build on the solid foundations we have laid down over the past eight months and prepare an absolutely irresistible licence application for the future."

Widnes' disappointment contrasted with Castleford's delight as the Tigers clung on to their Super League place.

"The last few years have been tough ones for everyone but there are much brighter times ahead for the Tigers," insisted chief executive Richard Wright.

"The new stadium is moving ahead and this news can only add to the momentum of the project.

"Plans to strengthen the squad for 2009 are well advanced and we expect to make some announcements very soon on that front."

Celtic Crusaders, look like I finally have a Rugby League side to look out for  thumbs up

ok some facts, in league the players just lean on in the scrum what is the point in having them. In union the teams actually try to drive the scrum and turn over the ball.

all league players can do it run and tackle, there is no skill required for the game. Whereas union requires the players to ruck, maul, scrum, line out aswell as basic running and tackling.

in league you only get 6 phases the last of which is kicked away. In union you keep the ball as long as you can and kicking is used to put the ball into strategic positions rather than just kicking as far as the player can.

union is the better game!!!

Who else thinks this franchising thing is the biggest load of shite ever?
Its unfair on teams who have been battling for promotion to Super League for years to see a Welsh Club get in who have existed for a couple of years, not by promotion but because of their potential marketing value.
The same with the Catalan Dragons, Paris Saint Germain when they were awarded instant promotion to the top flight and if I remember correctly London Broncos were also the same in the 1990's.
And no relegation or promotion for 3 years? Bah!

I like Union but League wins it for me all the way.
Although I think this franchise business is unfair and is fucking the sport up big time, I mean you get true Rugby League towns like Widnes,Halifax,Featherstone and Barrow fighting for a Super League spot and then a fucking newly formed team from Moscow or Amsterdam or somewhere like that just get awarded a automatic spot.

St Helens (10) 28
Tries: Gidley, Meli 2, Wilkin, Pryce Goals: Long 4
Hull (0) 16
Tries: Yeaman 2, Raynor Goals: Tickle 2

St Helens withstood a strong fightback by Hull FC to win 28-16 and claim their third Challenge Cup title in a row.

Tries by Matt Gidley and Francis Meli put Saints 10-0 up at the break before Hull battled their way back into it.

A Kirk Yeaman double, both converted by Danny Tickle, gave the Black and Whites a 12-10 lead with 15 minutes to go.

But Saints showed their class down the stretch, hitting back through Meli, with his second try, Jon Wilkin and Leon Pryce for a famous Wembley win.

Saints were dealt an early blow in the opening two minutes when Paul Sculthorpe suffered a dislocated shoulder tackling Todd Byrne and was forced off.

But they took the lead after seven minutes when a mistake by Byrne led to a St Helens scrum and man of the match Paul Wellens broke to send Gidley over from 10 metres out but Sean Long missed the extras.

Hull tried to fashion a response but Yeaman dropped the ball with the line at his mercy before Ade Gardner did the same at the other end after a Matt Sing error.

Scrum-half Richard Horne came into the game after 17 minutes for his first appearance in four months after a career-threatening neck injury and was immediately dumped to the ground by James Graham.

Byrne then knocked on over the tryline and Graham took a quick penalty to feed Meli on the wing and he went 60m to the line for his 49th try for St Helens, Long adding the extras.

The try rocked Hull and with Long's kicking causing problems, they could have found themselves further behind but Saints saw some chances go begging.

Hull had to defend strongly to stop Wellens and Gardner before referee Steve Ganson ruled out a Willie Talau try following a forward pass from Maurie Fa'asavalu.

Meli then saw his effort in the corner chalked off by the video referee for a double movement shortly before the break.

Hull needed to score first in the second half to have had any chance of staying in the game and they began strongly with Yeaman showing good anticipation to intercept a Keiron Cunningham pass and race to the line.

Tickle added the goal to keep their hopes alive and the try lifted their spirits but they had a nervous moment when Sean Long went over before the try was disallowed for obstruction.

Hull refused to give in and continued to pile on the pressure and Wellens was penalised for a knock-on after 62 minutes and Hull took advantage with Yeaman crashing over for his second try to send the Black and White fans wild.

But Hull's advantage lasted just a couple of minutes as Saints showed the form of champions with Leon Pryce finding Meli going out wide for his second try of the game and Long kept his cool with a touchline conversion.

Hull tried hard to get back into the game but with nine minutes to go Danny Washbrook's kick was charged down by Wilkin who raced in to score.

Raynor gave Hull a glimmer of hope with a try in the corner to make it 22-16 but Tickle missed the kick from the left-hand touchline and Pryce had the final say, waltzing through the Hull defence to score and start the Saints celebrations.

Not a good day for Hull, what with the football side losing 0-5 at home aswell.
